Protection of the environment forms an integral part of the renewed Lisbon strategy, which aims to make the European economy the most competitive and dynamic in the world. Updating this strategy will be one of the main subjects of discussion at the European Summit on 13 and 14 March. The Environment Council held on 3 March adopted conclusions on the environment which will be presented as a contribution to the European Council.
The conclusions stress the importance of combating climate change, of energy efficiency and of renewable energies. They also lay emphasis on the efficient use of resources, biodiversity, renewable energies and security of energy supply. Other subjects of interest are the capture and storage of CO2, biofuels and biomass. The conclusions reflect the need to strengthen cooperation with developing countries in order jointly to combat climate change. The EU is aiming for a reduction of at least half in global greenhouse gas emissions by 2050, compared with 1990 emission levels.
It is not possible to develop an environmental policy without reference to the economic aspects, such as the cost-effectiveness of measures, the risks of market distortion and business competitiveness. Against this background, the EU's carbon trading system is a key component of an integrated climate and energy policy.
The Council also emphasises the potential benefits of eco-innovation and ecotechnologies, which constitute one of the fastest-growing markets, and of promoting sustainable consumption and production.
